Red Phase

The Red Project construction would provide an elevated one-lane flyover ramp connecting northbound I-235 to westbound U.S. 54/400 (Kellogg Avenue) and also a two-lane flyover ramp for southbound I-235 to eastbound Kellogg Avenue. The flyover ramps would replace the loop ramps in the southwest and northeast quadrants. The eastbound Kellogg Avenue to northbound I-235 ramp would be two lanes. The loop ramp in the southeast quadrant will be larger to help traffic flow.  This is an interim improvement until the blue phase is constructed.  The ramp connecting eastbound Kellogg Avenue to West Street would be braided with the I-235 ramps.  The Kellogg Avenue Bridge over West Street would be widened to accommodate two new auxiliary lanes from I-235.  West Street would be reconstructed to remove the abandoned railroad crossing.
